Terrence L. Evans is the Founder and President of TJFACT, a registered Service-Disabled Veteran-Owned Small Business (SDVOSB). TJFACT is a dedicated Professional Services Company and Information Technology Solutions provider with a keen focus on resolving and addressing complex challenges of global significance and impact. This dynamic company brings relevant resources and functional talents together to provide superior and timely services and solutions to support the objectives of its partners in the US government. Mr. Evans holds a Bachelors of Science in Accounting from Regis University and achieved a Masters of Business Administration from American Intercontinental University. His professional career spans 20 years and combines experience in both civil service and the private sector. This includes 10 years of service in the US military. His career keenly demonstrates increasing responsibility within management and leadership, driving effective solutions to maximize profitability, and significant training in diverse capacities.

Most notably, Mr. Evans was last employed by the United States Department of State where he delivered results as a Programs and Contracts Manager at the US Embassy in Baghdad, Iraq. He administered contracts to a diverse group of service providers aimed to deliver solutions to support the initiatives of the United States Government. In addition to administering contracts, other key functions that he performed include the following:

  • Facilitating the coordination and integration among Ministerial Capacity Development (MCD) programs and creating synergies in the process to leverage the impact of capacity development transition efforts being provided by a variety of government and non-government entities
  • Managing timeliness, deliverables, risks, and quality controls of assigned programs and contract management activities
  • Developing statements of work, requests for proposals, and other related contractual documentation
  • Preparing government cost estimates and overseeing awarded contracts to ensure contractual requirements are met

While dutifully executing the functional tasks of this role, Mr. Evans continued to nurture and exhibit the soft skill sets that he has utilized his entire career such as delivering a high quality of service and delivering effective meaningful results to internal and external business partners. The functional expertise obtained in this in this position and the instinctive recognition of the needs of the US government propelled Mr. Evans to launch the operations of TJFACT.
